PA Training - NIS2
PA Training – NIS2 is an e-learning training program structured to support the governing and executive bodies of public administrations in acquiring the necessary skills for cyber risk management. The NIS2 Directive places direct responsibility on the governing bodies of institutions for cybersecurity, introducing specific training obligations aimed at strengthening the capacity to prevent and respond to digital threats.
The training is aimed at public administrations within the scope of the EU NIS2 Directive, specifically three categories of public administrations: Essential Central and National PAs, Essential Local Public Administrations, and Public Entities offering digital or critical services, as well as subcontractors and service providers supporting essential stakeholders.
The didactic methodology used for this training is based on a progressive learning model, articulated in micro-lessons delivered on a regular basis, to ensure constant and targeted skill enhancement, in line with the institutional and organizational responsibilities of the recipients.

In the current socio-economic environment, increasing digitization affects every sector of society, making digital technologies an essential pillar for the functioning of institutions and organizations. However, the rapid adoption of technological innovation has often underestimated a crucial aspect: the robustness and security of the infrastructure on which our digital world is based.
The increasing interconnectedness of systems and networks exposes public institutions to increasingly sophisticated cyber threats, turning cyber risk into a major global challenge. In this scenario, public administrations play a critical role in the security and functioning of the state; they provide essential services to the population and manage sensitive data, thus falling fully within the requirements of NIS2.
Cyber threats have two key characteristics that amplify their danger:
- digital interdependence-a single attack can propagate rapidly, compromising entire supply chains and critical infrastructure,
- anonymity–attributing responsibility for an attack is complex, if not impossible, hindering law enforcement actions.
To deal with these threats and ensure the security of essential public services, it is essential to comply with the training requirements of the NIS2 Directive, implemented in Italy by Legislative Decree 138/2024, ensuring greater awareness and preparedness in cyber risk management.

Tiered learning program
The training program is divided into annual cycles, each of which is divided into four training sections, activated on a quarterly basis and dedicated to specific issues of strategic importance. Each section comprises a set of lectures with an average duration of five minutes each, in order to ensure effective and focused learning. An Executive Recap is provided at the beginning of each new section, summarizing the main content covered and facilitating its operational application.
The main topics covered include:
- NIS2 Directive and the regulatory constraints for those included in the scope;
- Identification, assessment, and mitigation of cyber risks;
- The main cyber attack techniques and prevention measures;
- The redefinition of the security perimeter and supply chain management;
- The impact of the Cloud and Artificial Intelligence on cybersecurity;
- Case analysis with evidence of relevant best practices.

The training course on the EU NIS2 Directive is designed to strengthen management skills needed for cyber risk management in public administration by providing operational tools for:
- Interpret the strategic context of cybersecurity;
- Analyze the evolution of national and international cyber security scenarios;
- Identify and understand the cyber risks to which their administration is exposed;
- Evaluate and approve strategies, plans, policies and procedures aimed at risk mitigation;
- Select and adopt the most appropriate mitigation measures, both procedural and organizational and technical.
